Michigan Air Permits

Michigan requires a Permit to Install (PTI) before installing, relocating, modifying, or reconstructing equipment that emits air contaminants (R 336.1201), unless an exemption in Part 2 applies. PTIs are free and do not expire. General PTIs exist for a few categories. Major sources need a Renewable Operating Permit (ROP), Michigan's Title V program (R 336.1210-1218). Part 18 (PSD) mirrors 40 CFR 52.21 and Part 19 covers nonattainment NSR.

Air permits & authorizations

  • PTI exemptions

    Exemption

Part 2 rules exempt insignificant sources (e.g., welding, natural gas-fired furnaces of 50 million Btu/hr or less). See EGLE's Permit to Install Exemption Handbook.

  • General Permits to Install

    General Permit

Available categories: anhydrous ammonia storage/handling, natural gas-fired burn-off ovens, nonmetallic mineral crushing plants, propane or natural gas-fired boilers, and gasoline/petroleum remediation processes. Coating line, diesel generator, and EtO sterilizer general PTIs are suspended or unavailable.

  • Permit to Install (PTI)

    Minor NSR

Required before installing, relocating, modifying, or reconstructing emitting equipment. Free and does not expire; may limit potential to emit to create synthetic minor status.

Major NSR (PSD & nonattainment)

  • PSD (Part 18)

    PSD

Mirrors 40 CFR 52.21, including PAL options and actual-to-projected-actual tests.

Thresholds (summarized from source, not a quotation)

Per EGLE guide: major stationary source is 100 tpy or more of an NSR pollutant for listed categories, or 250 tpy or more otherwise.

  • Nonattainment NSR (Part 19)

    Nonattainment NSR

    Major sources affecting nonattainment areas.

Thresholds (summarized from source, not a quotation)

Per EGLE guide (tpy): VOC and NOx 100 marginal/moderate, 50 serious, 25 severe, 10 extreme; PM10 100 moderate, 70 serious; CO 100 moderate, 50 serious.

Title V operating permits

  • Renewable Operating Permit (ROP)

    Title V

Michigan's Title V permit; also required for acid rain and waste incineration facilities. Does not replace PTIs.

Thresholds (summarized from source, not a quotation)

Per EGLE guide: 100 tpy of any regulated air contaminant; 10 tpy single HAP; 25 tpy combined HAPs.

Oil & Gas

EGLE's general PTI list has no oil-and-gas category, and the EGLE regulatory guide has no dedicated oil and gas section. Oil and gas facilities follow PTI/ROP rules; EGLE provides a NESHAP initial notification form for oil and natural gas production facilities (40 CFR 63 Subpart HH).

Editorial note: Exemption rule range (R 336.1280-1291) is the commonly cited Part 2 exemption range and was not confirmed in the guide; see the Exemption Handbook. Michigan has oil and gas production, but no state-specific oil and gas air permit was found on the pages reviewed.
